Tin Man is more of a sequel than a retelling of The Wizard of Oz, which you find out in either the third or fourth part (don't want to include any spoilers). There's a bit of a synopsis on the Tin Man Newbie Guide. It originally aired here in the states as a mini series last October on the Sci-Fi channel. It's now out on DVD but as far as I know it's only Region 1 DVD. (It's also been nominated for a few Emmy Awards)
